Section R905.8.3.1 of the International Residential Code, 2012 Edition, is hereby amended to read as follows:

Ice barrier. Ice and water shield protection shall be required on all new or replacement roof coverings. It shall consist of at least two layers of underlayment cemented together or a self-adhering polymer modified bitumen sheet in place of normal underlayment and extend from the lowest edges of all roof surfaces to a point not less than 24 inches inside the exterior wall line of the building. Exception: Detached accessory structures, less than 200 square-feet of floor area, that contain no conditioned floor area. Section R301.2, Table R301.2(1) of the International Residential Code, 2012 Edition, is hereby amended to insert the following information as follows:
